北京市教育考试院2013年10月21日向社会公布了新的中高考改革方案，并拟定了《2014-2016年中考中招改革框架方案》、《2014-2016年高考高招改革框架方案》，向社会公开征求意见。方案显示，英语的高考分值将会逐年下降，直至以会考成绩计入高考总成绩，与此同时高考语文分值将大幅提高。
